Overview

This position is established in the Sensors, Weapons, and Launchers Department of NSWC.  The incumbent serves as a Sustainment Specialist by providing and coordinating with a high degree of independence, Integrated Product Support (IPS) including system requirements between the IWS, NAVSEA Program Office, PHD, Contractor(s) and other Navy activities.

 

The incumbent will serve as the AN/SPY-6 (AMDR) waterfront support logistician.  The incumbent will be responsible for coordinating all IPS acquisition and sustainment strategies for radar system performance. The incumbent will support efforts to develop relevant technical requirements and a Technology Development Strategy (TDS) for the radar program as well as ensuring issues and risks are managed consistent with system reliability, manning and supportability. 

 

The incumbent will remain current on major technical issues being addressed by the Systems Engineer (SE) IPT; on project plans and contracts that are being addressed by the Acquisition IPT; and on issues of cost, schedule and configuration that are being addressed by the Program Control (PC) IPT.

 

The incumbent must demonstrate: Total System Life Cycle Support (LCS) experience across all elements of logistics and an understanding of the relationship of engineering and logistics disciplines to ensure affordable life cycle support of Navy Systems and equipment.   

Description

Responsibilities will include:

  • The incumbent will function as Logistician for AN/SPY-6 (AMDR) acquisition and sustainment requirements. The incumbent will support efforts to develop relevant technical requirements and a Technology Development Strategy (TDS) for the radar program as well as ensuring issues and risks are managed consistent with system reliability, manning and supportability. The incumbent will be required to liaise with other IPT Leads and NAVSEA Logistics, Maintenance & Industrial Support (SEA 04).  
  • The incumbent will also analyze performance-based Integrated Logistics Support (IPS) business cases in support of AN/SPY-6 major program decisions. The incumbent will remain current on major technical issues being addressed by the Systems Engineer (SE) IPT; on project plans and contracts that are being addressed by the Acquisition IPT; and on issues of cost, schedule and configuration that are being addressed by the Program Control (PC) IPT.
  • Participates in AN/SPY-6 (AMDR) system requirements and design reviews, special program board reviews, analyses/demonstrations and critical logistics In-Process Reviews/conferences. Also provide planning and support for related supportability tasks necessary to establish life cycle support and Fleet introduction of AN/SPY-6 (AMDR) ship baselines. Develops, defines, and reviews technical documentation, maintenance and supply policy and concepts to assure Navy logistical support for each level of system/equipment maintenance to be performed during the equipment life cycle.
  • Prepares analytical evaluations and/or reviews on proposed or existing technical documentation for assigned equipment. The documentation may include development, interface or end item specification, test requirements and plans, production drawings, operating manuals, etc.  Utilizes knowledge of the system equipment and Navy logistics systems to review the documentation for technical accuracy and adequacy.
  • Incumbent will participate in a variety of Program Office and NAVSEA Program Reviews, Integrated Product Team (IPTs), including Design Reviews, Integration and Planning Working Groups, Technical Documentation Working Groups, System Engineering Working Groups, and Local Configuration Control Board Group, implementing Acquisition Policy and short and long-term acquisition strategies. This position requires a working knowledge of radar principals and technology.
  • Provide Expert Level Engineering support to the AN/SPY-6 AMDR Radar program for In-Service Engineering Agent and Test & Evaluation support to include hardware and software engineering, problem resolution, installation and modernization, system integration, testing, data collection/analysis, review and update specifications and documents, and writing test plans or reports. Duties will be performed either as a team member including government employees or independently. This include:
    • On site technical assist to fleet and Ship Construction New (SCN) assets to assist equipment problem resolution.
    • Serves as project lead with ability to independently plans, organizes, directs, and coordinates project personnel in the integration, test evaluation and analysis of radar system performance and operational capability.
    • Technical investigation into and solutions to fleet problems. Investigation may include research, development, testing, documentation, and configuration control. Investigations are directed toward maintaining and improving fleet readiness.
    • Support of availabilities including equipment assessment, assisting ship’s crews in equipment diagnostics, maintenance, logistics support, CNO events and training.
    • Support of shipboard technical documentation including, review of, technical manuals, development of maintenance procedures and working package.
    • Support Ship Change Document, Technical Bulletins, Engineering Change Proposal and ORDALTS including development/alteration, equipment proof-in, and installation.

Minimum Requirements

Required Qualifications:

  • Active US DoD SECRET clearance
  • 10 years of experience in logistic support supporting shipboard radar systems.

Knowledge required by the position:

  • Knowledge of the operation and organizational structure of the NAVSEA PEOs and IWS2 Program Offices, Surface Combatant Ships, and related acquisition/support activities and training commands. Experience in analyzing technical and logistics support requirements and options about planned/proposed operations and support.
  • Knowledge of the acquisition, production, and support processes and the ability to analyze, evaluate, and support IPS requirements for the AN/SPY-6 (AMDR) program from acquisition through sustainment.
  • Ability to prepare and make oral and written presentations to clearly present specific IPS related proposals of recommendations. Ability to apply knowledge of related disciplines as they relate to Integrated Logistics Support Management. Practical knowledge of engineering sufficient for the employee to distinguish between logistics and engineering problems and to provide for resolution of such problems.
  • Must also be able to review and edit technical documentation for Navy personnel and others and apply the maturity of judgment and interpersonal skills to successfully lead technical teams, negotiate, and develop compromises, and secure agreements to effectively move projects forward and maintain liaison with collaborative agencies.
  • The incumbent must have a working knowledge of AN/SPY-6 (AMDR) and be capable of associating equipment components with the parent system. They must be familiar enough with the engineering and technical aspects of broad equipment categories, such as radar systems and computers, to understand the impact of equipment or component failures on total system availability and supportability. 

Desired Qualifications

  • Radar and Weapon System experience.
  • Ability to plan, coordinate, and support execution of shipboard test and evaluation event.
  • Understanding and knowledge of using test equipment, such as multi-meter, Oscilloscope, or other test equipment.
  • Ability to learn performing electronics engineering practices to build, repair, test, or evaluate weapon systems.
  • Ability to learn and implement Best Practices for weapon systems operation, integration process, products, and services.
  • Ability to review electronics/mechanical schematics/drawings.
  • Ability to learn to determine causes that impact performance/readiness of systems.
  • Excellent verbal and written communication skills
  • Strong analytical skills
  • Experience with documentation and presentations via Microsoft office products (Outlook, PowerPoint, Excel, Word)

Travel: Travel anticipated, 25%-50% percent supporting ship movements and operations.

 

Telework: May be allowed through coordination with Navy customer.
